The Grid Is Full
The Netherlands built renewables faster than it built wires. Now thousands of companies are queueing for a socket. Anatomy of netcongestie.
Somewhere in a Dutch business park stands a bakery that cannot get an oven connected. Down the road, a school waits for a heat pump it is not allowed to plug in, and a logistics firm has parked its electric trucks because the charger would tip the local substation over the edge. None of this is a power shortage. There is plenty of electricity. There is simply no room left in the wires.
The Dutch call it netcongestie, and it may be the most consequential boring word in the country. The map of the Netherlands, colored by grid capacity, has turned almost entirely red-hatched: in most regions, new large consumers or producers join a waiting list. The queue in front of the grid has grown into something resembling a second, invisible energy system — one that exists only on paper.
Read that chart again, because the units are doing something outrageous. The country's all-time peak demand is on the order of 18 to 20 gigawatts. The amount of requested capacity sitting in the queue is now several multiples of that. Some of it is speculative double-counting — the same data center shopping in three provinces — but even discounted, the ambition waiting at the gate dwarfs the machine behind it.
How a rich country runs out of wires
It is tempting to call this a planning failure, and partly it is. But mostly it is arithmetic. The grid we have was sized for the old world of the first essay: a few dozen large power plants pushing electricity one way, toward predictable consumers. The new world inverted every assumption at once.
- Solar arrived decentralized — two million rooftops feeding power backwards through cables laid for consumption.
- Electrification arrived everywhere simultaneously — heat pumps, EVs, hydrogen pilots, industry swapping gas furnaces for electric boilers.
- And everything peaks at the same hour, because the sun and the dinner rush do not negotiate.
A cable takes a year to lay; the permit for it takes seven. That, in one sentence, is the crisis.
The response is genuinely enormous — investment has roughly quadrupled since 2019, and the operators now hire faster than the army. But you cannot hire your way past physics and permitting, so the more interesting story is the improvisation happening inside the constraint:
- Flexible contracts — pay less, agree to be curtailed at the worst 100 hours of the year. Congestion, it turns out, is mostly a few winter evenings.
- Cable pooling — wind and solar sharing one connection, because they rarely peak together.
- Energy hubs — business parks pooling their capacity behind a single point, trading among themselves like a miniature market.
- Batteries at substations — absorbing the solar noon, releasing it into the dinner peak.
The grid of the twentieth century sold certainty: always on, any amount, any time. The grid of the twenty-first sells something more interesting — a negotiation.
The waiting list will not clear this decade; the operators say so themselves. What will change is the meaning of a connection. The flat, infinite socket is becoming a time-shaped, price-shaped agreement — and the companies learning to dance with the grid, rather than lean on it, are quietly acquiring the skill that the next essay shows in its purest form: what happens on a sunny Sunday, when the polder produces more power than it knows what to do with.
